In early 1926, lawyer Xu Charlie, committed to upholding legal justice, resigned in fury after enduring various under-the-table monetary transactions and conflicts of interest. He opened a legal aid office in the poorest area of Jiangzhou, a major town in southern China, to represent the impoverished who could not afford lawyers. During his struggle against evil forces, Xu Charlie met the righteous female detective Ling Xiaogu, and they gradually fell in love. Devoted to the people, Xu Charlie became a heroic advocate for the underprivileged in Jiangzhou, but he was framed for murder by the warlord Shang Hongfa, whom he had offended. Once a prominent lawyer, he found himself imprisoned. Ling Xiaogu tirelessly sought to rescue her beloved, and various justice-seeking groups extended their support, ultimately helping Xu clear his name. Xu Charlie battled against Shang Hongfa, organized progressive forces in Jiangzhou, and established contact with the Northern Expedition Army advancing northward.
