"The Village of Blooming Flowers" tells the story of Liuyin Village in the western Sichuan plain, which has entered a moderately prosperous phase. The term of the village head, Uncle Dexing, is coming to an end. During the election for the new head, his daughter-in-law, Sister Sunflower, overcomes various challenges and is successfully elected as the "female village official." Sister Sunflower, with her bold style, firmly believes that "a person has two hearts, one heart to others, and one conscience to oneself." After taking office, she focuses on improving sanitation, developing a Douban factory, and promoting intensive vegetable planting greenhouses, gaining the trust of the villagers. However, she is unable to resolve the land allocation issue, and with Bao Jinwang's duplicity, the college student village official’s good intentions backfire, forcing Sister Sunflower to step down. The newly elected village head, Bao Jinwang, disregards the villagers' committee's opposition and introduces a leather factory and a firecracker factory, but they are ordered to shut down by the industrial and commercial bureau due to pollution and safety issues. The owed wages of the migrant workers lead them to seek Bao Jinwang for payment, and in times of crisis, it is again Sister Sunflower who steps up, using villagers' autonomy to transfer Bao Jinwang's homestead with compensation, resolving the aftermath. Bao Jinwang voluntarily resigns, and Sister Sunflower takes on the heavy responsibility once again.
