In the mid-19th century, ancient China was still under the rule of the Qing government. In response to the encroachment of Tsarist Russia, the court abolished a nearly 200-year-old prohibition policy in Northeast China and encouraged people from the interior to move northeast to cultivate wasteland. Zhu Kaishan (played by Li Youbin), a Shandong man, is one of these early pioneers.
