In Luoyang of the Tang Dynasty, the daughter of a ministry official, Ye Yuan'an, is determined to seek justice. By chance, she meets the brave constable Zhao Lanzhi while investigating the murder of a courtesan. The two work together to solve the case and grow closer. Yuan'an saves a mysterious amnesiac man, Mu Le, from a market and takes him as her servant. Unbeknownst to her, the single-minded Mu Le develops deep feelings for her and is utterly loyal. Together with Zhao Lanzhi, they solve various cases, including those involving the Luotian Cave and the Prince Jing’s residence, thwarting the conspiracy by the national master, Tianqiao, to seize the valuable Nine Star Prayer Beads hidden within these cases. The clever Princess Minghui falls in love with Lanzhi and uses Yuan'an's life to force Lanzhi into marriage. Feeling disappointed, Yuan'an, in a fit of temper, decides to marry Mu Le, but Mu Le misunderstands her intentions. In his sadness, Mu Le discovers he is actually a fallen prince from a foreign land, and he steals the Nine Star Prayer Beads engraved with miraculous powers to seek revenge. Yuan'an, Zhao Lanzhi, and Minghui follow him, and the four unite to restore peace, ultimately finding true love in the process.
