The forty-episode TV series "Caoyun Dock" is adapted from the historical novel of the same name by Wang Zifu, telling the story of the governor of the warehouse, Aisin Gioro Tielin, who is assigned to the Caoyun Dock in Tongzhou during the Daoguang period of the Qing Dynasty to rectify the rampant corruption in the grain transportation system. In the nineteenth year of Daoguang, the Emperor ordered Lin Zexu to go to Guangzhou to enforce the opium ban, the governor of the two Jiang provinces, Tao Shu, to reform the salt administration, and appointed Aisin Gioro Tielin as the warehouse governor to eliminate the increasingly rampant and entrenched corruption in grain transport at the Caoyun Dock. Tielin, a member of the imperial family, determined to repay the Emperor's grace and restore the glory of his ancestors by decisively cleaning up corruption and punishing the unscrupulous in hopes of achieving merit and fame. At the Caoyun Dock, official offices are numerous, intertwining civil and military affairs, with various schools of thought creating a complex web of corruption and wrongdoing, forming an independent kingdom shrouded in secrecy. Tielin, bearing the heavenly mandate, disguises himself for private investigations and finds myriad issues of corruption, with crises looming everywhere. On the opening day of the grain transport, Tielin uncovers a case of grain falsification involving the Linqing Guard, publicly punishing the shipping officer Xu Jiachuan and sending him to Ningguta. Simultaneously, disregarding strong objections from the grain office, he dismissed Ma Changshan, the military grain broker, and promoted the capable young Chen Tianlun to oversee the acceptance of transported grain. The Minister of the Ministry of Revenue, Wang Ding, had long been prepared to eliminate the corruption in grain transport, having previously placed confidants in the grain office and collected solid evidence of embezzlement involving the Grand Secretary Mu Zhang’a. However, the mysterious disappearance of informant Huang Huai’an, the sinister schemes of Xu Liangnian from the grain office, the machinations of the Qing帮 leader Zhou Sanye, the clever strategies of the Tongzhou governor Xia Yuxuan, the mysterious background of Tielin's wet nurse Han Xiaoyue, and the elusive presence of the Jianghu shaman Tang Dagu, all conspire to create a fog of uncertainty at the Caoyun Dock, filled with suspense. Just as Tielin risks his life and reputation to combat the deep-seated illness of corruption, his beloved daughter Gan Rong and unworthy son Gan Rui also get embroiled in the tumult at the Caoyun Dock. Gan Rong stubbornly falls in love with military grain broker Chen Tianlun, while Gan Rui gets entangled in the underworld's misdeeds. Xu Liangnian sends his adopted son Niuniu to Tielin's side, where he and the maid Dongmei taste forbidden fruit, ultimately leading to his castration and serving in the palace as a eunuch.
