In the late Qing Dynasty, the Qing Empire was on the verge of collapse, and the wave of Sun Yat-sen's "Three Principles of the People" swept across the country. Progressive scholars in Shaanxi organized protests, which were violently suppressed by Governor Zuo Shan (played by Zhao Chunyang), but the revolutionary fervor had spread throughout Guanzhong.
