In Shanghai before dawn, renowned figures from all walks of life respond to the Communist Party's democratic proposals, demanding an end to the dictatorial rule of the Chiang family. With public sentiment shifting, the crumbling Nationalist government, trapped like a cornered beast, accepts direct orders from Chiang Kai-shek, who is hiding in his hometown of Xikou, to create a "blacklist" targeting social elites who cannot be publicly eliminated. Huang Longjie, a key operative from the Kunming Military Intelligence Office, is dispatched to form a special operation group codenamed "Thunderbolt" to carry out a series of covert assassination activities. To this end, Huang Longjie travels to Shanghai in batches with his wife and subordinates under the guise of a pharmaceutical company representative to report to the Shanghai station chief, Han Tianshi, while also initiating operations. The underground party organization in Shanghai keenly identifies this movement and decides to establish the "Dawn" action group, led by the seemingly sophisticated businesswoman, Guo Jiayue, who is actually an underground party member and the single female manager of a Sino-Western trading company.
