Down-and-out worker Ma Dongsheng (played by Zhang Guoqiang) robs a "black shop" while masked after his daughter Ma Jin suddenly falls severely ill. The shop owner, Li Bing, had previously raped Ma Dongsheng's apprentice, and the head of the criminal police team handling the case, Yu Chao (played by He Bing), turns out to be an acquaintance. However, this case also uncovers a corruption scandal and a drug trafficking case. Li Bing's brother-in-law, Deputy Mayor Chen Zitao, goes to great lengths to cover up the truth, even creating a farce to set someone up.
