On the eve of the Xinhai Revolution, due to the corruption and incompetence of the Qing government, society was in turmoil, and the people of Western Hunan were suffering greatly. Qing soldier Hou San was punished for theft and tied to the governor's office. Suddenly, his horse was startled, and just as tragedy was about to strike, a young caravan worker, Qin Fei (played by Zheng Kai), intervened and saved Hou San from the impending disaster.
