In June 1948, China was in a stalemate during the Liberation War, swinging between two different fates and two different futures. In June 1948, Pingxi had already been liberated by the Communist Party of China, becoming an important military station in the northeast region. However, due to the historical context of World War II, Pingxi was nominally still an internationally administered city. Thus, various factions coexisted in this northern city with Far Eastern influences, including the Military Management Committee of the Communist Party, the Soviet Army liaison office, and the U.S. Military Observation Station. In June 1948, the armies of the Kuomintang and the Communist Party, totaling over a million troops, were frequently mobilizing. Nevertheless, Pingxi remained superficially calm. However, with the arrival of an order, this brief tranquility was quickly shattered. Luo Jiang, the head of the social department of the Military Management Committee, received an order to welcome the defector He Yingnong, a major general and intelligence officer of the Kuomintang's Seventh Army Group. He Yingnong brought with him the "Defense Strategy Plan for the Northeast War Zone," detailing the troop deployment and strategic plans of the Kuomintang forces in the northeast. This strategic intelligence would determine the fate of the entire northeastern front. With He Yingnong's arrival, various forces rapidly surged into Pingxi. From then on, Pingxi City became the stage for a thrilling intelligence war between the Kuomintang and the Communist Party. The outcome of this intelligence battle was directly linked to the fate of over a million troops in the northeast. From the moment Luo Jiang received the order, he encountered a series of crises. Tired of the civil war, he planned to return to Pingxi and escape with Mei Jie, leaving all the chaos behind.
