On May 27, 1949, under the leadership of the Central Committee of the Communist Party, the arduous "Battle of Shanghai" came to an end, resulting in the liberation of Shanghai. According to the Central Committee's decision, Mayor Chen Yi led party, government, and military leaders such as Zeng Shan and Pan Hanjian, along with thousands of cadres trained in Danyang, to take over Shanghai comprehensively, thus beginning the journey of building a large economic city under the leadership of the Communist Party of China. Under the strategic guidance of the Central Committee on various fronts including military affairs, diplomacy, economy, and finance, and with coordinated operations nationwide, Chen Yi and other Shanghai leaders led the vast number of cadres and the masses to strive forward amidst a complex and challenging situation with scarce resources. They rushed to the front lines to resist typhoon disasters, crushed financial speculation with an iron fist, boldly reformed production and management methods, and made strategic plans to win the "grain and cotton battle," resolving the dangers of the "big bombing," alleviating the "April crisis," and undertaking air defense construction in Shanghai, including repairing airports. In the end, they completed the economic construction and major city management responsibilities assigned by the Central Committee, ensuring "national support for Shanghai and Shanghai supporting the nation."
