The story takes place during the late Qing Dynasty when a plague ravaged the Huai River region. Lord Long and his sworn brother Xiucai Fang went to the outbreak area to provide aid, only to discover that the plague was man-made, and the culprit was Lord Long's brother (played by Li Zixiong), who was having an affair with the elder madam (played by Chen Shali).
