In a shabby apartment, a female corpse that has been dead for several months is discovered. Afterwards, the deceased is found to have been devoured by over a dozen hungry cats, a gruesome sight. The police initially determine that the woman named Yoko Suzuki was a typical case of "lonely death," but the female officer in charge of the case, Ayano Okuni (played by Manami Konishi), has a different perspective. Clues at the scene suggest that there are hidden truths behind Yoko's death. The camera flashes back to reveal Yoko's tumultuous and bleak life; she was neglected by her mother from a young age and moved to Tokyo alone to pursue her career, suffering humiliation in her quest to sell insurance. Later, she encounters the unscrupulous Takeji Kamishiro (played by Ken Yasuda), who exploits the homeless to fraudulently obtain living subsidies, thereby opening the gates to hell.
