The film tells the story of Officer Shackley (Clint Eastwood) — a principled but unappreciated policeman. He takes on an important case that requires him to escort key drug case witness, Moli, to Phoenix to testify. However, on their way back to Phoenix, they come under relentless attack and discover that the police force in Phoenix is colluding with a crime syndicate, intending to kill them to eliminate the witness. Shackley is outraged by this evil conduct and decides to return to Phoenix with Moli to seek revenge. To draw the enemy's attention, they deliberately reveal their route to them. The two drive a bus filled with metal, bravely heading into Phoenix. Hundreds of officers are ordered to intercept them, and the vehicle suffers heavy blows, becoming a wreck. In a desperate situation, Shackley and Moli tightly embrace as they exit the vehicle, at which point the corrupt police chief orders the officers to open fire on them. However, facing Shackley and Moli's righteousness, no one obeys his command. In the end, justice prevails over evil, and the corrupt police chief dies at Moli's hands.
