Yu Long (played by Wang Can) inherits his father's throne and is determined to carry on his father's spirit of benevolence and care for the people, aspiring to be a good monarch. By chance, Yu Long learns of the whereabouts of his long-lost mother, and so he travels incognito to embark on a journey to find her. They arrive in Qinghe County and witness the son of Governor He Zhengjie, He Yaozu, abusing his power in his father's absence, only because he is overly indulged by his mother, and the only one who can punish him is He Zhengjie.
In Pu Qing County, a woman faces the tragic fate of being buried alive for committing adultery but is fortunately saved by Yu Long and his companions.
