In Harbin under the puppet Manchukuo regime in 1944, underground party member Song Zhuowen (played by Qin Hao), disguised as a railway patrolman, is mistakenly identified by the head of the Special Investigations Department, Guan Xue (played by Yang Mi), as his savior—who is actually Zhuowen's long-lost twin brother Song Zhuowu (played by Qin Hao). In order to uncover the top-secret mission of the Kanto Army's chief, Asano Daigo, in Harbin, Zhuowen takes advantage of Guan Xue to infiltrate the Special Investigations Department. However, Song Zhuowu suddenly appears, putting Zhuowen in an unexpected dilemma. Guan Xue is cold-blooded and suspicious, while Zhuowu is impulsive and often unintentionally sabotages Zhuowen's plans. With directions from their superiors, the two brothers manage to collaborate and protect each other, navigating several trials while evading internal conflicts among colleagues in the Special Investigations Department.
