On the first day of his appointment, the captain of the criminal police in a coastal city, Xiao Shaoming, encounters a perplexing kidnapping case. The kidnappers brazenly abduct Chen Xue, the sister of Chen Qun, president of Jinbaida Group, in broad daylight. A few days later, inexplicably, Chen Xue is released without any ransom demands or threats. However, she is left psychologically unsettled and seems to possess untold secrets. The police want to apprehend the culprits, but Chen Xue and Chen Qun refuse to cooperate with the investigation. The case loses its leads, and Xiao Shaoming feels immense pressure. Strange events follow; Chen Qun's half-brother is murdered, important documents of Jinbaida are stolen, and Chen Xue attempts suicide. Meanwhile, Xiao Shaoming faces the tragic sudden death of his brother and the mental breakdown of his sister-in-law. He endures great sorrow and intensifies his investigation. When a familiar face appears as a suspect, he feels overwhelming grief and pain. The clash between justice and emotion, law and feelings, puts Xiao Shaoming's soul to a severe test, but he insists on fulfilling his duty as a people's police officer, identifying the mastermind behind a series of cases. A videotape brings the mastermind to light, revealing shocking truths and motives that catch everyone off guard, and his final choice leaves everyone heartbroken. Although a major case is solved, Xiao Shaoming finds little joy; standing before the sea, he is filled with deep reflections. His soul-wrenching experiences expose the complexities of human nature and the necessity of upholding the dignity of the law. The psychological aspects and emotional struggles of the characters are tightly intertwined with the case, continuously revealing the crises hidden deep within human emotions. This enduring sense of heaviness and crisis, not concluded with the case, prompts deeper and more profound reflections on the causes and roots of crime, distinguishing "Law Without Mercy" from other works of similar themes.
