The story takes place during the Liberation War. Chang Shan (Liu Xiaohao), the organization minister of a county in Shandong, is tasked by the county committee to lead cadres including Meng Siyuan (Du Chun), Wang Sancheng (Yin Xiaotian), and Lou Zhen (Li Shuai) to the battlefront in Huaihai.
