The story unfolds on the eve of World War I, where Richard (Robert Powell) is an engineer from Britain. By chance, he acquires a code left by a former British agent. Driven by a strong sense of justice, he decides to expose a conspiracy to assassinate orchestrated by German spies, which leads to a fierce pursuit by German espionage agencies. Richard embarks on a journey of escape, during which he meets Pamela (Karen Dotrice), the daughter of a member of Parliament. Pamela provides protection and assistance to the endangered Richard, and as they help each other, they are gradually attracted to one another. With Pamela's help, Richard ultimately connects with the police and counter-espionage agencies and deciphers the code at a critical moment. He arrives at the control room of the London Big Ben, where he finds the switch that controls a terrorist bomb, saving the lives of thousands.
