The man Iizawa Nambito (played by Kazuki Emoto) has a unique personality and thoughts that are hard to grasp, often appearing playful yet darkly crazy, possessing vast knowledge, sharp insight, and formidable combat skills. He seems mysterious but is actually a former elite police officer in the Public Security Bureau, particularly skilled in undercover investigations. After a certain case, he was demoted to the General Affairs Department, serving as the head of the Data Section. At first glance, the Data Section appears to be a collection of problematic individuals but is secretly conducting a certain plan. This plan aims to collect personal information of all Japanese citizens, surveillance footage nationwide, as well as email and phone communication data, creating a big data repository. Coupled with crime records from the past 15 years, they will analyze this data using artificial intelligence and statistics to identify high-risk individuals who are likely to commit murder. To operationalize the "uncommitted system," the Data Section needs to use this information to carry out undercover investigations, understanding when, where, and why these targets would commit murder to prevent crimes from occurring. Therefore, while the Data Section appears to be an ordinary department, it is actually the new criminal investigation system called "uncommitted." Iizawa Nambito is also responsible for managing a group of highly individualistic subordinates, including Yamauchi Tetsu (played by Yū Yokoyama), who is always looking for his missing partner Sakuragi Izumi (played by Aya Ueto) and opposes Iizawa, the sadistic policewoman Odagiri Yui (played by Tsubasa Honda), the disgruntled hacker Minami Hikari (played by Tokio Emoto), and the capable yet inconspicuous Tamura Kaoru (played by Mitsu Hirata). Their direct supervisor, Tōdō Sadaharu (played by Atsushi Itō), is an elite who wants to introduce the crime prediction system to the Tokyo Metropolitan Police and has created "uncommitted." As for the series' original protagonist, Sakuragi Izumi, who was a rookie policewoman in the past two installments, she has now become an active investigator on the front lines after seven years. However, during a special mission, she disappears, and the Tokyo Metropolitan Police, in order to avoid public panic, hide the "inappropriate truth" related to her disappearance. Nevertheless, the emergence of the "uncommitted" system may be linked to her disappearance. What unutterable truth lies beneath? What is the relationship between the new protagonist Iizawa Nambito and Sakuragi Izumi?
