Feng Yi and Liu Yi Kui are small beggars who end up on the streets, relying on each other for survival. Later, they are taken in by Mr. Yu, an important leader of the "Patriotic Society," and receive separate training, leading to their eventual separation. Twelve years later, the greedy Yuan Shikai is appointed as the second provisional president, and he instructs the warlord Qi Yuntian to conspire to betray the country by ceding land.
The secret agreement between Commander Qi and a British envoy is sabotaged by Liu Yi Kui, a member of the "Patriotic Society." Feng Yi, a member of the inspection team, unexpectedly saves Commander Qi’s life. Liu Yi Kui manages to escape, but the female pickpocket, Hua Er, is mistakenly captured as a revolutionary, surprisingly by Feng Yi, who had once given her alms!
