In 1935, the National Government enforced the use of legal currency to prepare for long-term logistics and economic warfare, halting the use of silver dollars, military notes, and gold bonds to prepare for resisting Japanese aggression. In response, the Japanese military secretly manufactured a large number of counterfeit legal currencies in Harbin to disrupt financial and trade order, a plan they referred to as the "Black Cat Plan." To counter the Japanese sabotage, Song Ziwen, the Minister of Finance overseeing the legal currency, sent Li Daoren, Deputy Chief of the Tax Police Corps directly under the Ministry of Finance, to Harbin with the goal of destroying the counterfeit currency plates and manufacturing facilities; at the same time, the Kuomintang sent Song Xiaoyan to jointly accomplish this task. The Japanese dispatched Toihara and Kido to protect the "Black Cat Plan," resulting in the assassination of Li Daoren and others. Both sides engaged in a deadly competition, exploiting each other’s weaknesses. Li Daoren used the information from Kido's Japanese wife to understand Kido's movement patterns, tracked him down, located the counterfeit production facility, and ultimately destroyed the mother plates, completely annihilating the "Black Cat Plan."
