At the end of the 1920s, Fang Peng, the chief inspector of the Shanghai International Settlement, became embroiled in a complex case due to a series of serial murders. Kong Peizhi, the Minister of Industry of the National Government, sent his trusted subordinate, Dujuan, deep into the Bund in Shanghai, attempting to sabotage the iron ore mining project just initiated by geologist Xiao Anbang, with the aim of hoarding resources and raising iron ore prices for personal gain.
