In the late Qing Dynasty, the Qing Empire was on the brink of collapse, and the "Three Principles of the People" advocated by Sun Yat-sen swept across the nation. Progressive scholars in Shaanxi organized protests, which were violently suppressed by Governor Zuo Shan (played by Zhao Chunyang), but the revolutionary spirit spread throughout Guanzhong.
