In the 1940s, Ningxia, Zhongwei County. Although it was the war of resistance, Japanese troops had never reached Zhongwei. The county had a simple folk culture, and under the governance of the county magistrate Ma Shoutian, the people were able to live and work in peace and contentment. Shoutian, an old Kuomintang party member since the Northern Expedition, was honest and loved the people like his own children, and he could not stand any oppression of the common folk. However, the newly appointed police chief, Ouyang Qing, who was said to be a trusted confidant of Chairman Ma of the provincial government, shortly after taking office, arrested many people in the name of eradicating traitors and heavily engaged in torture, causing chaos in the small county of Zhongwei. In Shapotou, there was a Red Willow Inn, and everyone knew that the charming owner, Hong Liu, was the beloved confidante of the county magistrate Ma Shoutian.
