The story takes place in the early 1940s. Nationalist army code expert Bai Dayi (played by Xu Wenguang) accidentally falls into a trap set by the Japanese army. While being forced to serve the enemy, he discovers that the Japanese are developing a horrific drug. This drug, when given to children, can block their brain's central nervous system, turning them into slaughterable slaves. With his conscience intact, Bai Dayi decides to sacrifice his life to expose the atrocities of the Japanese invaders. Soon, both the Nationalists and Communists learn of the enemy's evil plot. The Yan'an side activates senior agent Lin Yingying (played by Mei Ting), who is undercover in the Nationalist military intelligence, while the Chongqing side sends in agent Jin Shen Shui (played by Wang Zhifei) to infiltrate enemy territory in order to thwart the Japanese conspiracy. They engage in a life-and-death struggle against the Japanese researchers, including Kawashima Yefu (played by Huo Qing) and others. Lin Yingying successfully persuades Jin Shen Shui to join her side during the battle, but unfortunately sacrifices herself...
