This drama mainly revolves around the military and civilians of Heilongjiang Province uniting to fight against the enemy and firing the first shot in the Anti-Japanese War after the "September 18 Incident." It tells the story of the military and citizens in Heilongjiang Province, led by Governor Ma Zhanshan, outsmarting and fighting against the Japanese army and the puppet troops led by Zhang Haipeng, celebrating the national heroes, led by Ma Zhanshan, who risk their lives for their country, family, and people with a spirit of selflessness! In the border town of Heihe, under the governance of the then Commander Ma Zhanshan, the people lived in peace and contentment. However, the Japanese army brazenly launched the "September 18 Incident." Ma Zhanshan was appointed as the acting governor of Heilongjiang Province in a time of crisis, taking charge of both military and political affairs. Ma Zhanshan discovered that there were opposing factions within the province: the "pro-peace faction" led by provincial council member Zhao Zhongren had long become pawns of the Japanese, continually obstructing the "Anti-Japanese faction" led by Ma Zhanshan. Meanwhile, Heimu, the head of the Japanese Black Dragon Society, had infiltrated Qiqihar, waiting for an opportunity to assassinate and sabotage Ma Zhanshan's anti-Japanese efforts... Ma Zhanshan faced both internal and external crises, and before the Japanese army launched a full-scale attack, he gathered all forces in the province to establish an impregnable defense—the Jiangqiao Defense Line. However, within the province, the traitors led by Zhao Zhongren were closing in; outside the province, the Japanese gathered elite troops and pressed forward; on the ground, the defending troops were lacking in food and salaries; underground, Zhang Haipeng's puppet army and Japanese spies sent out numerous operatives... Ma Zhanshan encountered the most severe challenges. Yet he dismissed dissent, held firm under pressure, and with lightning speed and extraordinary tactics, he overcame each challenge. The Japanese army was left without options and finally, in desperation, decided to launch a full-scale attack on Heilongjiang Province. On the land of China, the first shot of the Anti-Japanese War was truly fired!
