Retired worker Ma Dongsheng (played by Zhang Guoqiang) robs a "black shop" out of desperation when his daughter Ma Jin suddenly falls seriously ill. The shop's owner, Li Bing, had previously assaulted Ma Dongsheng's apprentice, and the head of the criminal investigation team responsible for the case, Yu Chao (played by He Bing), turns out to be an acquaintance. However, this case uncovers a corruption scandal and a drug trafficking ring. Li Bing's brother-in-law, Deputy Mayor Chen Zitao, strives to cover up the truth, even orchestrating a farce to set someone up. Unexpectedly, Ma Dongsheng does not escape; he anonymously exposes the conspiracy to Yu Chao and promises to surrender to the authorities. As the case unfolds, Yu Chao realizes that the suspect is Ma Dongsheng and clarifies that Ma Jin's illness is actually caused by human trials from a drug trafficking gang, with Tan Jiping, the deputy director of the municipal public security bureau controlled by Chen Zitao, acting as a "protection umbrella." However, Yu Chao's steadfast character also affects Ma Dongsheng, who ultimately chooses to turn himself in, which becomes the last opportunity Yu Chao offers him.
