The Northeast People's Liberation Army, after arduous campaigns, fundamentally changed the situation in Northeast China by the summer and autumn of 1948. 97% of the land area and 86% of the population in Northeast China had been liberated, and the industrial and agricultural production in the liberated areas was developing. The total strength of the Northeast People's Liberation Army had grown to over one million, with improved equipment and high morale. Conversely, the Nationalist forces in Northeast China suffered consecutive defeats, losing troops and equipment, with over 550,000 soldiers scattered in three isolated regions: Changchun, Shenyang, and Jinzhou. The land supply lines to Changchun and Shenyang were completely cut off. The morale of the troops was wavering and disheartened. In terms of strength comparison, both in quantity and quality, the Northeast People's Liberation Army surpassed the Nationalist troops and had the capability to strive for a decisive victory to eliminate all enemy forces and liberate the entire Northeast. Facing this extremely unfavorable situation in the Northeast, Chiang Kai-shek was anxious. To preserve forces, he even considered abandoning Changchun and Shenyang, opening up the railway transport lines, and transferring the main forces from Shenyang to Jinzhou, to be used in the North China and East China battlefields. While Chiang was hesitating about his decision for the Northeast, Mao Zedong focused on the development favorable to the national situation and the early liberation of the Northeast, deciding to move the main force of the Northeast Field Army southward along the Beining Road, with the operational focus on Jinzhou, neglecting Changchun and Shenyang, and preparing to annihilate the enemy reinforcements coming from Shenyang when attacking Jinzhou. He called upon the Northeast People's Liberation Army to set a determination for an unprecedented major extermination battle, daring to engage in combat when the entire enemy force came to aid Shenyang, aiming to annihilate them on the spot.
