The story takes place in the coastal city of Nanzhuang in a southern province of China around the New Year in the late 20th century. Just as the city’s cigarette anti-counterfeiting joint office announced its first victory and went on vacation, the director of the municipal tobacco monopoly bureau, Zhao Cheng, suddenly died in a car accident.
