The story takes place during the Republic of China era. The southern metropolis of Decheng is a city filled with crime. One day, Inspector Gongsun Ze (played by Wang Kai) of the police station receives a death notice from the "Blue Letter Man" and quickly rushes to the designated location. Zhao Xiaoman falls from the sky and dies right in front of the police.
