Recently, a series of murders have occurred in the city. Detective Bao Zheng (played by Jin Chaoqun) learns that the killings are due to a conflict between assassins vying for a reward, with the ultimate target being Qi Ying (played by Cui Bo), a key witness in a criminal case. Qi Ying is both beautiful and talented, but has been violated by Zheng Ning (played by Liu Tao), the governor of Jiangnan Road. Her family, unwilling to endure the humiliation, jointly petitions the Ministry of Justice. Zheng Ning, who has been dismissed from his post, desperately denies his vile actions, prompting his sister, Zheng Taifei (played by She Nannan), to rush to Kaifeng to stop Bao Zheng from carrying out the execution.
