The story takes place during the reign of Emperor Ren of the Northern Song Dynasty. Hearing that someone is beating drums to plead their case in Kaifeng, the female chef Shengnan (played by Jiang Hong) gallops to demand justice for the people. Liu Mingyue (played by Yu Shiman) is a housewife with a son and husband. Unlike Shengnan, who comes from a different background and has a contrasting personality, the two have recently been inexplicably drawn into a series of murder cases. In the Kaifeng government office, cases are generally solved by the wise Bao Zheng (played by Fang Zhoubo) and his capable assistant Nanxia Zhan Zhao (played by Wang Xianghong), while Beixia Ouyang Dong (played by Ouyang Zhenhua) is also a figure of wit and bravery. After Mingyue and Shengnan become involved in the murder cases, they each showcase their own strengths to assist the court in solving the crimes.
