The story takes place in Beijing in 1949, where battle hero Sun Guangda (played by Li Naiwen) steps down from the battlefield to become a police officer. His partner is a man named Qian Yougen (played by Huang Zhizhong). Qian Yougen was already a police officer in the old society and carries specific flaws and bad habits from that era, which makes the upright Sun Guangda very displeased, leading to frequent conflicts and misunderstandings between them. Qian Yougen's brother, Qian Youcai, has died and was wrongfully accused, which becomes a shared burden for both Qian Yougen and Sun Guangda.
