In 2003, Dongjiang City established a comprehensive management command center for the Grand Canal to revive its culture and support its application for UNESCO World Heritage status. Grassroots cadre Lu Changhe was uniquely recruited by the command center. With the assistance of mentors, friends, and leaders, Lu Changhe withstood the pressure and successfully coordinated the relocation of the heavily polluting Guangming Dyeing Factory, achieving a remarkable success at the outset of the canal governance project. Soon after, Lu Changhe discovered that some enterprises were secretly discharging wastewater into the canal. After a struggle, the enterprises accepted Lu Changhe's suggestion to build a wastewater treatment plant, fundamentally solving the issue of wastewater pollution in the waterways. Lu Changhe then devoted himself to the relocation project of residents in the historical districts along the canal. He patiently communicated with the residents, ultimately reassuring them enough to sign the relocation agreements. Subsequently, Lu Changhe continuously worked tirelessly on the front line of canal governance, dedicating all his limited energy to the cause of canal revival. He successfully prevented the demolition of ancient buildings in the millennium-old Wu Town, preserving the ancient charm along both sides of the canal. In 2014, at the 38th World Heritage Conference, the Grand Canal was successfully listed as a UNESCO World Heritage site.
