"The Municipal Party Secretary" tells the story of a group led by Han Wangjie, focusing on serving the people, embodying the consciousness of public servants, awareness of potential dangers, and thriftiness, uniting the citizens to build a new socialist city together. The story is set in Dongzhou, a coastal city in eastern China, which is a separately planned city of the state. This brought a new governance philosophy to Dongzhou, as the municipal party secretary, appointed during a critical period of reform and development, came from a central ministry in Beijing. With the gradual implementation of macro-control measures from the central government, Han Wangjie immediately became embroiled in the debate of whether the "Venice Water City" project should continue or be halted. To protect his business interests, a private entrepreneur named Xu Erju took advantage of his acquaintance with Han Wangjie, understood from their past experience, and tried to pressure the municipal party committee to make an immediate statement regarding the loss of migrant workers, using all kinds of schemes and cleverly arranging banquets... However, before Han Wangjie and others could make a statement, Dongzhou's private enterprises found themselves entangled in the "EU Anti-Dumping Case." In the urgent situation regarding how to respond to the "EU Anti-Dumping Case," Han Wangjie's wife, Xia Yanzi, was urgently appointed as a government officer and invited a French-Chinese lawyer, Ling Xiao, who was in Belgium, to get involved in the "anti-dumping" lawsuit. With the help of central ministries and provincial leaders, Han Wangjie educated everyone with a holistic perspective and a sense of crisis, successfully uniting the CEOs of local private enterprises, who previously only cared about competition and acted independently, to jointly respond to the lawsuit. The discord between Mayor Lu Jiuqin and Secretary Han Wangjie regarding the general view of development intensified. Private entrepreneur Xu Erju instructed his secretary, Jin Shunü, to intentionally arrange Han Wangjie's son, Han Xia, who had just graduated from university and was looking for a job, to work at a chemical company in Dongzhou, causing Han Xia to become embroiled in disputes over urban pollution issues as soon as he entered the corporation. The conflict evolved into a courtroom battle between father and son, with Han Wangjie’s wife Xia Yanzi and Mayor Lu Jiuqin strongly trying to prevent the situation, but unexpectedly, for the further development of Dongzhou, Han Wangjie voluntarily proposed to engage in a lawsuit "to protect the ecological environment" against his son... Han Wangjie gradually realized that the underlying issues behind the "pollution incident" were directly caused by the "atypical corruption," including the inaction of some government departments. Determined to make significant changes in the style of leadership among the city council's officials, he advocated thriftiness and public servant consciousness while actively resolving conflicts between citizens and political leaders. At the same time, he delved deeply into the root causes of atypical corruption. Through Qin Laihu, Lu Jiuqin's husband, Han Wangjie participated in a dialogue event, which sparked his reflection on the significance of democratic discussions. He subsequently actively promoted this concept among the citizens through the media, leading to a wave of democratic discussions across various sectors, with the most successful being the migrant worker discussion meeting, where Tao Si Shui, under the pressure of business executive Xu Erju, bravely advocated for equality and respect for migrant workers, raising issues related to social insurance. Han Wangjie increasingly recognized the discrimination against migrant workers within the cadre team. By guiding and adjusting efforts, Dongzhou's reputation for caring about people's livelihoods gained recognition both domestically and internationally. The long-standing issue of "migrant worker shortage" in Dongzhou was also resolved. As the labor resources in Dongzhou revived, the "re-employment" dilemma became more pronounced. Han Wangjie adaptively expanded the development direction of existing enterprises to other provinces and even overseas.
