In the 46th year of Qianlong's reign, Qian Feng, the tax official at Chongwenmen, had a dispute with Wang Danwang, the Governor of Zhejiang who was transporting imperial edicts. This incident raised many doubts for Emperor Qianlong regarding the corruption case in Gansu. Qian Feng faced numerous risks along the way; he nearly got discovered upon arriving in Lanzhou. He conferred with He Shen and Tie Tu and decided to conduct a secret investigation. Xue Nu disguised herself as a disaster victim to garner Qian Feng's sympathy, while the operatic performer Yan Zhi approached Wang Tingzan of the Gansu Prince's Office to obtain the donation record. Qian Feng entered the governor's office on behalf of the disaster victims but was unable to prove his identity. Jiang Quandi intended to harm Qian Feng, but fortunately, the Governor of Shaanxi and Gansu, Le Erjin, arrived just in time.
When one plan failed, Jiang Quandi and Wang Tingzan feared the exposure of their corrupt dealings and secretly sent Xue Nu and the one-eyed wolf from the underworld to kill Qian Feng. At that moment, Xue Nu had developed feelings for Qian Feng and discreetly saved him during the assassination attempt, allowing him to escape disaster.
Accompanied by Jiang Quandi and Wang Tingzan, Qian Feng inspected the granaries and was unexpectedly met with fully stocked stores. In desperation, Qian Feng went to Yongdun County to find an old schoolmate, Qiao Xianggong Huayang, but the principled Huayang was unusually cold at this time, leaving Qian Feng empty-handed.
In Beijing, Chen Huizu, the governor of Fujian and Zhejiang, was ordered to place Wang Danwang under house arrest. Wang Danwang refused to cooperate and, using sweet words, secretly sent his concubine Wu Qinglian to Lanzhou in an attempt to delay Qian Feng. On this day, Qian Feng rushed to the inspector's office to question Jiang and Wang but returned to his temporary residence empty-handed due to a lack of evidence. Acting on orders, Qian Feng imprisoned Jiang Quandi and Wang Tingzan, returning all the grain they had extorted from the populace. As they were intensifying the investigation, Wu Qinglian produced a note for ten thousand taels of silver, prompting Xue Nu to find someone to kill Qian Feng. However, Xue Nu, feeling helpless, contacted the one-eyed wolf while secretly rescuing Qian Feng. She took him to Wolonggang in the outskirts, where they confessed their feelings for each other. Persuaded by Qian Feng, Xue Nu returned to Lanzhou, ultimately compelling the officials to obey the law. Only Jiang Quandi refused to disclose the whereabouts of the donation record. However, back in the capital, the officials conspired against Qian Feng, forcing Emperor Qianlong to summon him back and imprison him in the Tien Prison. This setback led Qian Feng to gradually uncover the Emperor's deeper intentions while in jail.
Not long after, Emperor Qianlong summoned all officials and commended Huayang for bearing burdens on behalf of the people, acknowledging him as a good official. Unexpectedly, Huayang honestly confessed to having accepted bribes and voluntarily requested imprisonment. Consequently, Emperor Qianlong ordered A Gui to re-arrest the officials of Gansu Province and confiscate their assets. When Qian Feng took on the important duty as an envoy in Hangzhou, Wang Danwang, aware of the severity of the situation, privately requested that Governor Chen Huizu negotiate with Qian Feng using beauty and money to win him over.
When Qian Feng arrived at the Wang residence, he unexpectedly found Wang Danwang mourning for his mother. Ignoring Xue Nu's pleas to the side, he insisted on opening the coffin to verify the body and imprisoned Wang Danwang while confiscating his assets. However, the estates discovered in the Wang residence were not as substantial as Qian Feng had anticipated, so he attempted to get closer to Wu Qinglian in order to ascertain the location of hidden silver. Nevertheless, loyal to her husband, Wu Qinglian resolutely refused to divulge the hiding place of the silver.
Observing the luxurious atmosphere of the officialdom, Qian Feng gradually became influenced by it and lingered in indulgent towers. Finally discovering Wang Danwang's hidden silver, he began to harbor corrupt thoughts at the sight of such enormous wealth. Meanwhile, Xue Nu, noticing Qian Feng's transformation, was disappointed with his lack of ambition and left to become a nun. As Yan Zhi attempted to rescue Wu Qinglian, she was mistakenly killed by the one-eyed wolf, which made Qian Feng feel deeply moved by her genuine chivalry.
