In the early 1950s, Chiang Kai-shek, unwilling to accept his complete failure in military matters, ordered the head of the covert espionage organization known as "Kamikaze," code-named "Godfather," to secretly collude with the Japanese spies who remained after the victory of the Anti-Japanese War. His aim was to undermine our newly established red regime and obstruct the international community's recognition of our Republic, attempting to destroy the city of Shancheng using the large-scale lethal weaponry produced by the Japanese invaders during the war, thereby bringing suffering to the people and tarnishing the reputation of our fledgling Republic. Chiang personally named this significant military offensive operation "Phantom Plan."
