The story of "First Speed" takes place in Taiping City, which lies at the junction of several provinces. The public security situation is very complicated, with multi-headed management leading to frequent loopholes, a large influx of foreign drugs, and rampant activities by organized crime. Taiping City has become a breeding ground for criminal gangs. The newly appointed director, Guan Sushan, plans to establish a special task force named "First Speed" to rigorously combat criminal forces, which leads to a disagreement with his mentor and also the deputy director, Fang Tianzhi. "First Speed" is formed by elite personnel drawn from various regions and police units across the city. Due to their differing personalities, conflicts arise during their work, but through repeated actions against crime, they gradually realize the importance of their responsibilities.
