In 1943 Shanghai, military intelligence agent Chen Qian is ordered to assassinate Japanese officials but falls into a trap set by the head of the Japanese Meiji Agency, Jingu Yujirō. Facing grave danger, Chen Qian is saved by the communist party member "Flying Sky," who is undercover in the Meiji Agency. After escaping, he accidentally uncovers the Japanese conspiracy. To thwart the invaders' sinister plans, Chen Qian begins intense training, disguising himself as a Japanese envoy to infiltrate the Meiji Agency again.
