A scholar, Niu Xi (played by Zhao Jun), is filled with ideals and is upright, kind-hearted, wise, and humorous, but repeatedly fails in life. In a harsh society, Niu Xi, to avoid debt, has to leave his hometown with his wife and child. In a small shop in a foreign land, Niu Xi finds himself out of resources, but the shopkeeper insists he must pay all debts before leaving. Almost simultaneously, the corrupt official Zhu Xi is exposed for embezzling a large sum of money, but thanks to the protection of the current Prime Minister, he receives a light penalty. Zhu Xi is demoted to the magistrate of Sanyang County and makes a deal with the Prime Minister to hide his treasures in hopes of a comeback.
