In early 1949, the Chinese Communist Party achieved great victories in the three major campaigns of Liaoshen, Huaihai, and Pingjin, while the Kuomintang faced total defeat in Northeast and North China. On January 21, President Chiang Kai-shek announced his resignation, and Vice President Li Zongren took over the presidency. After assuming the presidency, Li Zongren attempted to negotiate a ceasefire with the CCP. The Kuomintang's peace negotiation delegation was led by Zhang Zhizhong, with other members including Shao Lizi, Huang Shaohong, Liu Fei, Zhang Shizhao, and Li Zheng; the CCP delegation was headed by Zhou Enlai, with other members including Lin Boqu, Lin Biao, Ye Jianying, Li Weihan, and Nie Rongzhen. On April 1, the Kuomintang delegation arrived at Beiping Nanyuan Airport by plane, where they were met by CCP delegation secretary Qi Yanming. The delegation then arrived at the Liuguo Hotel. At 6 PM, Zhou Enlai led the CCP delegation in talks with Zhang Zhizhong. After more than ten days of negotiations, both sides drafted the "Domestic Peace Agreement (Final Amendment)" and agreed to sign it on April 20. On the 19th, the Nanjing authorities announced a broadcast stating their inability to fully agree to the peace agreement, which made it difficult for the People's Liberation Army to cross the river, thus resulting in a complete breakdown of the negotiations. Mao Zedong and Zhu De issued the "Order to Advance Nationwide," and the PLA swept across the Yangtze River, launching the Yangtze Crossing Campaign, capturing major cities like Nanjing and Shanghai, then advancing into South China, Southwest, and Northwest provinces.
