Scientists have finally invented the time machine. To prevent anyone from using it to go back in time and change history, a team known as the Time Cops was formed, and Max (played by Jean-Claude Van Damme) is one of its members. Ten years ago, Max's wife, Melissa (played by Mia Sara), died tragically, and the killer has never been caught, which has haunted Max. Max is determined to investigate the truth of the incident using the time machine. Upon returning to the past, he discovers the mastermind behind the scenes is a congressman named McComb (played by Malcolm Stewart). However, McComb's background is very complicated, and Max finds himself at a loss. Officer Fielding (played by Gloria Reuben) becomes Max's partner and follows him back to 1994 to apprehend McComb, only to find out that Fielding's true identity is actually McComb's henchman, leading to another failure of Max’s plan.
