Terry (Sean Penn) has been struggling in Boston for many years, but finds himself in trouble due to an unexpected shooting incident during a black market deal. In order to find a place to escape the pursuit, he has to return to his hometown and seeks help from childhood friends Jack (Gary Oldman) and Stevie (John C. Reilly). Under the arrangement of Jack's brother Frank (Ed Harris), he joins a local gang and reunites with his former lover Kate. However, just as they immerse themselves in old memories, Jack and Stevie are brutally murdered, leaving Terry tormented. Driven by guilt, he reveals his secret identity as an undercover cop to Kate, though he fails to gain her understanding. In order to find the true murderer of his friends, Terry goes to great lengths to undertake a series of secret investigations. During the pursuit of truth, Terry must confront past pains and regrets, while also facing continuous dangers and difficulties. His actions challenge his relationship with Kate, while also raising more questions and conspiracies.
