Lin Xi, a gang member mingling at the docks, is forced to get involved in an intelligence war between the military command and Japanese invaders due to a key. This leads him and his good brother Li Yunfei to meet progressive female student Su Nan and principled military agent Zhou Yingqun. The layers of truth behind the key begin to peel away, bringing gang rivalries and national turmoil.
