Baotown is a medium-sized industrial city that is out of sync with the times and densely populated, resonating all day with the sounds of machines at work. Xiao Hei and Xiao Bai are known as the "Cat Party," able to soar atop the city's skyline and slip into its deeper spaces. Xiao Hei wields a metal rod to fiercely beat any adult he dislikes, while Xiao Bai possesses his own innocent world of imagination. Baotown is a city without a future, until a company called "KIDDY KASTLE" arrives with plans to reshape it to their liking, and the bad kids realize that it's time to fight for their lives, their city, and their very souls.
