In July 1988, a new type of bomb was used for explosions in the Kanto region, triggering the immediate outbreak of World War III. 31 years later, humanity rebuilds cities from the ruins, establishing a massive city—Neo Tokyo—on Tokyo Bay. The world seems to be on the path to restoring its previous prosperity. On one night in 2019, on a closed highway outside Neo Tokyo, a gang of bikers is racing down the road. Leading the pack is a high school student named Kaneda. Suddenly, a strange short man appears on the street, causing biker Tetsuo to fly off the road, car and all, to avoid an accident. Just as Kaneda is about to confront the man, the military arrives in helicopters, apprehending both the short man and Tetsuo. Tetsuo finds himself in a strange place that seems to be conducting research on super abilities. Meanwhile, Kaneda is devising a plan to rescue Tetsuo. Neither of them realizes that their future is already undergoing a tremendous change due to a mysterious power—Akira.
