In the mid-19th century, during the Victorian era of the British Empire, the Industrial Revolution was in full swing, and rationality and progress seemed to overshadow everything, marking the limitless possibilities of human civilization's advancement. Just before the first World Expo was unveiled, 13-year-old Ray Steam (voiced by Anne Suzuki) living in London suddenly received a mysterious power device called "Steam Ball" from his inventor grandfather (voiced by Katsuo Nakamura) in America. At the same time, the British intelligence organization and a dark organization known as the O'Hara Foundation were both coveting the incredible power contained within the "Steam Ball." As a result, Ray was suddenly attacked by a group of unknown individuals, forcing him to escape with the metallic device.
