In the bustling streets of Kichijoji, a bus suddenly crashes into a crowd, unleashing a hellish massacre by the bloodied and terrifying young man, Satoshi Hatano (played by Yuki Ebato). The horrific state of the victims leaves even Yosuke Karaishi (played by Masanobu Uchida), a forensic inspector in the criminal division accustomed to various murder scenes, filled with complex emotions. However, after the tragic incident, Hatano ultimately escapes legal punishment under Article 39 of the Penal Code, having claimed four lives. Two years later, lawyers and doctors connected to the Hatano case begin to be murdered, using the same modus operandi. The investigation department therefore suspects the victims' family members from the original case. Yet, after careful examination, Karaishi offers a different opinion, and lacking support, he leads his subordinate, Rumi Kosaka (played by Yuki Matsushita), and others in an independent investigation. During this process, secrets behind a series of murders gradually come to light... This film is adapted from Hideo Yokoyama's police novel of the same name and serves as a movie version of the TV series.
