In the summer of 1942, amidst fierce battles across China, Wuyi County in Jinhua, Zhejiang was under the control of the Japanese army. The local governor, Prince Komatsu Keiichi (played by Sun Zhihong), was arrogant and oppressive towards the people. The anti-Japanese civil organization, the Guangwu Society, collaborated sincerely with the underground party's liaison, Old Cat (played by Wang Kuirong), to plan an assassination against him.
